Stephen Harper's government seems to be on the verge of implementing a new foreign-aid plan that excludes any mention of family planning, contraception, or abortion, prompting comparisons to the U.S "global gag rule" which was reversed by President Barack Obama last year:

For two consecutive days this week, Conservative cabinet members have ruled out any suggestion that birth control be part of Harper’s announced new, foreign-aid focus on maternal health for this year’s G-8 and G-20 meetings in Canada.
In the Commons on Wednesday, International Co-operation Minister Bev Oda pointedly left birth control off the list of aid projects the government intended to support, saying that “saving lives” was more important than family planning.
Of course, helping to prevent unwanted pregnancies and the spread of sexually transmitted disesases would save quite a few lives. It would be a strange world if U.S. foreign aid policies looked liberal in comparison with Canada's.

The Harper Conservatives are entirely motivated by power politics. Taking a thoughtful approach and then deciding on the best course just isn't in their nature. They have expropriated all kinds of dreck from the U.S. Republican playbook...and it has delivered some short-term success...yet even with so much deep Liberal Party fatigue to work with, the Harperites continue to float along just barely staying in power. They are somehow content to follow the US in literally everything whereas any objective observer of Canadian politics can tell you that Canada gains strong credibility whenever it decides to chart its own path as opposed to blindly following the US. Canada refused to follow the US into Iraq; it refused to let Banks write the regulations for themselves, and it signed the global agreement on war crimes, land mine bans and the Kyoto environmental accord. Each of these moves, setting aside the argument about whether they've amounted to much, showed Canada to be much more outwardly focused and cooperative, and not necessarily willing to follow the US on everything.
Harper wants none of this. The US is his God, and he's more than happy to force the far-right's 'anti-government for the inbreducated' line on Canadians.
This is a tricky one and your best bet is to deal directly with the Visa office in your area. From what it sounds, you don't have a PR card, so will need to apply for a travel document to return to Canada.

Well, that is a very interesting issue.
I think there is more than one answer and everyone can see his answer as the right one. This is the kind of issues that sometime in the future someone will look back and say: they were doing the right thing, or didn't they?

Birth control is as important as saving a life. In such poor/undeveloped countries, the population is an issue. Sure, we have the means, understanding and common sense to know the pros and cons of having many children.
How can you expect the families who can't afford an abortion to be able to afford raising up a child?
Isn't this jeopardising the child's life even before it is born?
I believe the Canadian administration has to rethink its strategies if they really want to help.
