As RFE's Luke Allnut notes, "It's always been one of the European Parliament's most delicious ironies that many of its members are dyed-in-the-wool Euroskeptics. 

The above rant Nigel Farage of the anti-EU United Kingdom Independence Party, in which he calls EU President Herman Von Rompuy a "wet rag" and a "quiet assassin of European democracy" to his face as well as referring to Belgium as a non-country -- is a perfect example. 

Is it time to add the EU body to the list of the world's unruliest parliaments?

Obnoxious boor

Nigel Farage is an obnoxious boor and he certainly does not speak for this British citizen. His views are ill-informed and his rant well beyond the bounds of common decency. The whole speech was no doubt designed to be the basis of a propaganda video which will be used to stir up his 'little englander' supporters whose close-minded parochialism feeds his ludicrous political party.

EP manners

Having formerly worked in the European Parliament, I can definitely confirm that manners are checked at the door of each plenary session. It's quite amusing to watch the MEPs verbally assault each other and on one occasion I even heard a translator break character and chuckle at a particularly abusive outburst from an unnamed MEP.
