A group calling itself the Armed Movement of the North has apparently begun issuing communiqués threatening subversive action against the Mexican government and foreign-owned companies in drug violence-wracked northern Mexico:

In the communiqués, issued Jan. 1 and 24, the group claims to have members in five northern states: Durango, Sonora, Baja California, Chihuahua and Coahuila. The latter two border Texas....

The communiqué added that the group is made up of students, professionals and workers, mostly from urban areas, with the goal of "defending the sovereignty of the Mexican people over the aggressions of foreign capital, imperialism and the abuse and injustices of the current government."

The communiqué said that the group will not launch an armed uprising against the government but instead will focus on forming small independent "cell groups" that would be "infiltrated into the institutions of the state."

Mexican authorities are downplaying the risk saying that the groups claims about itself are unverifiable. Given what Mexico has on its plate right now, let's hope it stays that way.

El Movimiento Armado del Norte | The Armed Movement from North

My analysis:

In the first week of January 1994, Mexico was "at war" for ten 10 days. The Mexican government presided by Carlos Salinas de Gortari was taken by surprise when the EZLN (Zapatist's Army of National Liberation) declared war against the NAFTA official inauguration and shook up the entire country. At the beginning, it was said that the paramilitary group was guided by foreigners, but this theory was discarded when the literate Subcommander Marcos started to address electronic communiques and letters to the Mexican and International Media.

According to analysts and experts on theses matters, it is no coincidence that 15 years later another subversive "revolutionary" group issued a couple of communiques via electronic media. This time, the communiques arises in the north of Mexico, where the drug trafficking controls life and properties.

A bombastic "El Movimiento Armado del Norte" (Armed Movement from North), sent a presentation letter within its "war declaration", EZLN style; "with the purpose of defending the Mexican people sovereignty, on the aggressions of the foreign capital, imperialism and the abusive injustices of the present government, based in social principles".

The document was delivered on January 26, 2009, and signed by commander Rubén Corona, whom details that this war, will be against the (Mexican) State, the government and the political system, but not against the economic productivity of the country, not against the popular economy. The group assure that the economic structures of the (Mexican) State will be their military targets as well as those foreign capital corporations.

It is noteworthy that the Movement alledgedly has infiltrated members in the (Mexican) State institutions. Finally, the document is addressed to the Mexico people, the world's governments, the revolutionary forces of Mexico, Latin America and to national and international mass media.

In an interview (February 14, 2009) at a local (Mexico City) radio news; politic analysts interviewed Luis Astorga, a sociologist and specialist in the illegal drug trade and researcher at the Institute of Social Research of the National Autonomous University of Mexico, Mr. Astorga said that the political scenario is almost the same as back in 1994. Last October, the Mexican Congress opened up its doors to private companies to invest in Mexico's s state-owned petroleum company, and many left wingers did not like this government initiative, just as the NAFTA agreement was signed with Canada and the US.

The EZLN did not announce themselves -- they just appeared with their ski-masks and weapons. There is no Mexican guerrilla group that advertises their actions prior to committing attacks. The Armed Movement from North communique is well written - most likely by a Sub Marcos wannabe - and, although the group claimed to be active since March 2006, it is just until now when they gained media attention because of their messages circulating through virtual networks just as the EPR and the EZNL.

The authorities have no records of attacks or threats by the El Movimiento Armado del Norte (Armed Movement from North), whatsoever, and there is public skepticism over whether they are serious, or if they even exists.

Another civil group against organized narco-crime was recently created in Ciudad Juarez: Comando Ciuadano por Juarez (Juarez Citizen's Command), a shadowy citizens' vigilante group in Ciudad Juarez, Mexico, who set a deadline for a halt to criminal activity in the city, before they begin "terminating" the life of one criminal per day. This group announced its existence on January 15, 2009 by sending an Internet manifesto to various media outlets. After that media reease, another statement came out on January 20th; giving the city a specific deadline to shape up by before they start executions.
The Juarez city government and police are annoyed by the prospect of a vigilante group, arguing that even if the group is real, it's not their place to act as the law. But they think it's more likely that it's not a "citizen's vigilante" group at all. Patricia Gonzalez, Attorney General for Chihuahua state, considers that it is a strategy by a narco-criminal organizations to generate more violence and destabilize society in Ciudad Juárez.

The manifesto keeps the group's membership secret, attributing authorship only to "Comandante Abraham and Sub-Comandante Gabriel "Durito"; which actually helps convince the Mexican authorities about their legitimacy.

Conclusion:

The appearance of these two groups might be planed by narco-crime organizations with the main purpose of creating fear within the MX/US border region and destabilize the commercial trade activity and social stability in the north region of Mexico. However, there are no sufficient evidence today to really confirm their future intentions.
